Hat badges & collar badges
The hat badge is one of the distinctive pieces of a uniform and one of the oldest. The three badges below are the cadet hat badges, cadets also wear their regimental affiliated badges as well. Some corps also have worn and continue to wear distinct badges.

Two answers can be surmised. First, this is the original badge modeled off of the original Queen's own hat badge, queen's crown and all. Second, it predates 1913, possible but unlikely.
